The Mortgage Stress Test, Explained for Calgary Buyers
To get an uninsured mortgage from a federally regulated lender, you must qualify at the greater of your contract rate plus 2% or 5.25%, even though you pay the contract rate. The test limits how much you can borrow. Since November 2024, uninsured straight switches at renewal are not re-tested.
The rule
The Office of the Superintendent of Financial Institutions (OSFI) sets the minimum qualifying rate for uninsured mortgages at federally regulated lenders: the greater of the mortgage contract rate plus 2%, or 5.25% (OSFI). Insured mortgages, usually those with less than 20% down, face a similar federal qualifying test.
Worked examples
| Your contract rate | Contract + 2% | Floor | You must qualify at |
|---|---|---|---|
| 3.00% | 5.00% | 5.25% | 5.25% |
| 4.50% | 6.50% | 5.25% | 6.50% |
| 5.50% | 7.50% | 5.25% | 7.50% |
The rates above are illustrations of the formula, not offers. Your lender calculates whether your income covers the payment at the qualifying rate, alongside your other debts.
Who it applies to, and who it doesn't
- Applies: new mortgages and refinances at banks and other federally regulated lenders.
- Renewal switches: OSFI no longer expects lenders to apply it to an uninsured straight switch at renewal, meaning you move the same balance and amortization to another federally regulated lender (OSFI). This took effect in November 2024.
- Credit unions: Alberta's credit unions are provincially regulated, so OSFI's rule doesn't bind them directly, though many use a similar test.
- Private lenders: not covered, which is part of why they cost more.
What it means for Calgary buyers
The stress test caps your maximum purchase price. Ways buyers stretch it: adding a co-borrower, paying down other debts first, a longer amortization where allowed, or choosing a lender outside OSFI's rule.
